You can watch TV with USB ports, but I've never been with an operating system and software for playing a video file.
I know of no TV with the property you are looking for on the market.
However, there are devices that do this.
The Zune video and iPod hard drives are for storage and playback of video software. I know that the iPod has an RCA connector for TV.
Note that even if the TV has a USB connection means, one can not do what they want, you check the details carefully.
